Do you come from an EU or EEA country, Switzerland, the United Kingdom or a country that has concluded a bilateral agreement on social security with Germany? If so, you will usually already be covered by your home country's health insurance.
When you enrol at a university/institute of higher education in Germany, you will have to provide an electronic report from a statutory health insurance fund. Techniker Krankenkasse can issue this report for you.

We will need the following information/documents to issue the electronic report:
- images of the front and back of your European Health Insurance Card (EHIC)
- your name, address and date of birth
- the name and address of your university/institute of higher education in Germany
- the date on which your studies commence
- optional: telephone number for queries

If you have a European Health Insurance Card (EHIC), a Global Health Insurance Card (from the UK) or a statement of eligibility (from a country with which a bilateral agreement on social security has been concluded), you can see a doctor directly.
The countries with which Germany has concluded a bilateral agreement on social security include:
- Bosnia-Herzegovina
- Iceland
- Liechtenstein
- North Macedonia
- Montenegro
- Norway
- Switzerland
- Serbia
- Türkiye
- Tunisia
Good to know: the agreements regulate social security for insurees who come from one contracting country and are residing in the other. If foreign insurees come from a country which has concluded a bilateral agreement on social security with Germany, they will also enjoy this protection in the event of a stay in the other country.
However, if you come from a country other than those listed above or if you take up employment or become self-employed, you will have to take out health insurance in Germany.
